Britain Threatens to Expel 27 Israeli Diplomats

Israel has ordered the British Consulate General in East Jerusalem shut by Thursday, and London has reportedly warned that it will expel 27 Israeli diplomats in response, turning a dispute over West Bank settlements into one of the sharpest diplomatic confrontations between the two countries in years.

Britain has reportedly threatened to expel 27 Israeli diplomats from London if Israel goes ahead with the closure of the British Consulate General in occupied East Jerusalem, a deadline that expires on Thursday, October 8.

The warning was reported by Israeli media on Monday, citing sources familiar with the matter. It was said to have been delivered to Israeli officials by Britain's ambassador to Israel, Simon Walters. According to the reports, the number matches the 27 British diplomats who would lose their status if the consulate closes, and the Israeli diplomats facing expulsion would be sent home together with their families. The British government has however, not publicly confirmed the threat.

The confrontation began in early September, when Britain announced sanctions connected to Israeli settlements in the occupied West Bank, including a ban on imports of goods from the settlements and measures targeting individuals. On September 8, Israeli Foreign Minister Gideon Sa'ar responded by ordering the consulate closed within 30 days, accusing London of interfering and describing the British measures as morally distorted.

London has been trying to prevent the closure. Britain's National Security Adviser, Jonathan Powell, travelled to Israel last week in a visit that was not publicly announced. Reuters reported on Monday that the trip produced no agreement, although contacts between the two governments are continuing. Israeli reports say local staff at the consulate have already stopped working at the building, and that British diplomats are preparing to leave. They also say London did not expect Israel to respond so harshly.

The consulate is not a minor outpost. It opened in 1838 and is based in the Sheikh Jarrah area of East Jerusalem. It operates separately from the British Embassy in Tel Aviv and handles Britain's relations with Palestinians in East Jerusalem, the West Bank and Gaza, covering both political and consular work. Britain regards East Jerusalem as occupied territory. Closing the consulate would therefore remove the main channel through which London deals directly with the Palestinian side.

Britain is also not the only European government facing Israeli retaliation. On September 27, Israel announced that Dutch diplomats in Ramallah would lose their diplomatic status after the Netherlands banned imports from settlements. France and Canada have announced plans for similar national bans, a sign of growing willingness among Israel's partners to attach economic consequences to settlement policy.

The reported expulsions would be significant because the Israeli Embassy in London is believed to have more than 27 diplomatic staff, so a 27-for-27 response could sharply reduce its capacity. For now, the dispute has not become a formal break in relations, and Britain continues to support wider trade with Israel.

But the threat remains a reported one, and neither government has said publicly that the expulsions will happen. The question now is whether either side will step back before Thursday's deadline, or whether a disagreement over settlement goods is about to become a mass reduction in diplomatic representation in both capitals.
