Grieving Father Pushes for “Logan’s Law” After Daughter’s Murder by Repeat Offender

After losing his daughter to a violent repeat offender, one father has turned his grief into a mission calling for sweeping federal reforms to prevent dangerous criminals from being released too early.

When 23-year-old Logan Harper was killed by a man with a long history of violent crime, her father, David Harper, says his world “changed forever.” Now, he’s determined to make sure no family has to endure the same pain.

Harper is advocating for “Logan’s Law,” a proposed federal measure aimed at keeping repeat violent offenders behind bars longer and improving information-sharing between states about offenders’ criminal histories.

The legislation would create stricter review standards for parole and mandate the tracking of individuals with multiple violent convictions.
“This isn’t about punishment it’s about protection,” Harper told reporters at a press conference held near the U.S. Capitol. “My daughter’s death could have been prevented if the system hadn’t failed her.

Logan’s Law will make sure no one else slips through the cracks.”
Lawmakers from both parties have expressed early interest in the proposal, though some civil rights advocates have cautioned against potential overreach.

Supporters counter that the measure targets only those with repeated violent offenses and aims to close dangerous loopholes in existing federal and state systems.

Harper said he plans to continue meeting with legislators, victim advocacy groups, and law enforcement agencies to push for the bill’s passage. “Logan’s gone,” he said, “but her story is going to save lives.”
